Take one group of pre-cut tissue paper (10 large or 14 small sheets of the same color), and fold accordionstyle along the pre-scored lines. Fold a length of wire at a point about six inches from its end, and wrap around the center of the tissue paper bundle. Twist several times to secure.

Fan out tissue paper by flattening out the folds. Starting on one side of the pom-pom, separate one sheet of tissue, and pull it up and toward the center. Repeat with remaining sheets until you have a full pom-pom.

Twist remaining length of wire into a loop and use to hang.
